Lead Pastor

Scott Graham has been involved directly in church ministry all of his adult life.  He has served as a youth pastor, associate pastor, district youth president, four years as the general youth president of the United Pentecostal Church, and currently as the district superintendent of the Missouri District UPCI.  He has been blessed to travel around the world spreading the Gospel of Jesus Christ through preaching and teaching.  He is proud to be the husband of 28 years of Michelle and the dad of Jeremy, age 24, and Jessica, age 19.  He currently serves as the lead pastor of The Sanctuary in Hazelwood, MO.

Executive Pastor

Mitchell Bland is the Executive Pastor of The Sanctuary in Hazelwood, Missouri.  He received his master’s degree in counseling in 2005.  Besides his duties at the church he is also an adjunct professor at Urshan College, does counseling, seminars, and some writing.  Mitchell and Janelle Bland have been married for over 19 years and have one son, Skyler, age 12.

Music Director

Jeromy and Barbie Hoffee are a dynamic husband and wife music team, and serve as the Music Directors of The Sanctuary in Hazelwood, MO. Their passion is investing in people and promoting excellence within ministry. They served at Urshan (Gateway) College for 10 years, before founding J. Oscar School of Music, a private teaching studio, with over 250 students enrolled. They enjoy training students, providing them opportunities, and helping them develop their own ministries. Most recently, Jeromy has been given the opportunity to chair the UPCI Music Ministry. Jeromy and Barbie also love to travel, teach music clinics, and help churches invest in their own music teams.

Youth Pastor

Paul Marion has served as Youth Pastor at The Sanctuary in Hazelwood, MO for nearly a decade. He currently is finishing up his masters of arts degree in counseling with school counseling certification at Missouri Baptist University. Paul and Jillyan have been married for over five years and are absolutely in love with their adorable baby girl Aryelle Selah.



Timothy A. Dugas attended Gateway College of Evangelism in Florissant, MO.  After graduating in 1970, he began his life in full-time ministry. He has always poured his heart into ministry, evangelizing, assisting, pastoring,  serving at both the district and national levels in both the Youth Division and North American Missions (formerly Home Missions Division). He was the longest serving president of Gateway College of Evangelism and launched a mentoring program called the Jonathan project that has changed the lives of young ministers across the world.  Pastor Dugas also had the dream of our organization having a theological seminary and on August 29, 2001, the doors were opened and that dream came true in the form of Urshan Graduate School of Theology. For 30 years he has faithfully shepherded this congregation of people through countless building projects and renovations. Through ups and downs in his life, he has met each one as an exemplary Christian. He is the Bishop of The Sanctuary and a great man to pattern your life after.

What we Believe

The Sanctuary is a Bible-based church. We look to the Word of God for beliefs and lifestyle choices.
